If that fixes it again monitor what Updates are installing in Settings > Update & Security > Windows Update > Update History to uninstall and block the Updates that are causing this. You can System Restore from Repair Mode if it will not work in Windows, following one of these paths. See if you can System Restore to a point before the problem began following this guide.
